37 NATURE OF WORK Under the immediate direction of the Planning Director, performs a variety of responsible and complex duties for the Planning Department.
EXAMPLES OF WORK PERFORMED Provides technical assistance and information to citizens and developers regarding zoning, subdivision and related City codes.
This includes obtaining required data, making determinations of compliance, making calculations, answering questions and explains procedures regarding a wide variety of ordinances, policies and regulations.
Reviews building plans, site plans, landscape plans and plats for compliance with the UDC and subdivision regulations.
Reads and interprets blueprints, plans, sketches, plat maps and floodplain maps.
Maintains a high level of confidentiality and a thorough knowledge of city and department policies and procedures.
Conducts on-site inspections for conformance with approved site plans and compliance with zoning and subdivision regulations.
Receives and determines completeness and acceptability of various types of applications including subdivisions, conditional use permits, zone changes, and variances.
Coordinates the review of all applications with various outside review agencies and other City departments.
Serves as Planning Commission Secretary and secretary for various appeal boards.
Attends Planning Commission and various appeal board meetings after regular business hours.
Prepares accurate and grammatically correct reports, legal notifications, public hearing notices, meeting agendas minutes, resolutions, ordinances, correspondence, and memos.
Ensures that the information distributed according to established policies and procedures and by the required deadline.
Composes and distributes the necessary public hearing notices, certified mailings, etc.
, regarding Redevelopment Plans and Blight & Substandard Studies.
Composes and maintains the Planning Commission agendas and minutes.
Composes attachments to agendas including resolutions and ordinances.
Files and tracks necessary information and submittal items for planning, zoning and platting processes, redevelopment plans, blight studies, annexations, subdivisions, and similar items.
Sets up for and attends pre-planning meetings.
Maintains the Planning Department webpage.
Serves as a backup to other City staff in order to serve the public in their absence.
Performs related work as assigned.
DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS Use fluent, grammatically correct English language for both oral and written communication.
Ability to use Microsoft Office and other software.
Ability to use the City website content management system for webpage editing.
Ability to communicated clearly and concisely, both orally and written.
Ability to independently research, gather and prepare written documents from various information sources.
Ability to establish and maintain effective working relationships with elected officials, co-workers, supervisor, and the public.
Ability to exercise sound judgement in evaluating situations and in making decisions.
Attends various training courses, seminars, and conferences outside of regular business hours.
Knowledge of and ability to comprehend and apply city, state and federal laws, policies and regulations pertaining to the duties performed.
Ability to read a variety of land use development and construction maps and plans.
Ability to perform basic arithmetical calculations.
Ability to perform job duties efficiently while managing frequent interruptions.
Ability to perform job duties with thoroughness, accuracy, and attention to detail.
Ability to plan and organize a personal work schedule, set priorities, and meet deadlines.
Ability to establish and maintain effective working relationships with the general public, developers, contractors, outside agencies, government officials, supervisors, and co-workers.
MINIMUM QUALIFICATIONS High School graduate with advanced coursework in urban planning, architecture, construction management, or related field and two years of experience related to planning, land development, construction management, or building trades in an office setting; or any equivalent combination of training, education, and experience that would provide the required knowledge and abilities will be considered.
A bachelor's degree is preferred.
Ability to speak and interpret Spanish is highly desirable.
NECESSARY SPECIAL REQUIREMENTS Employee must possess and maintain of a valid Nebraska Driver's License.
ESSENTIAL PHYSICAL DEMANDS AND WORKING CONDITIONS Work is generally performed indoors in an office setting and requires routine bending, lifting and carrying office supplies, books, files and other materials.
The incumbent is required to frequently sit for extended periods of time, talk, hear and must have the ability to transport themselves to and from various locations within City Hall and throughout the community.
Work requires extensive interaction with the general public and may be stressful when dealing with irate citizens and/or meeting deadlines.
